De conformidad con el artículo 75 de la Ley 79 de 1988, el Ministerio de Transporte estimulará la constitución de cooperativas que tengan por objeto el Servicio Público de Transporte Automotor de Pasajeros por Carretera, las cuales tendrán prelación en la asignación de rutas, horarios y capacidad transportadora, siempre y cuando estén en igualdad de condiciones con los demás interesados en la prestación del servicio.
