A falta de oficiales y suboficiales en actividad, el Gobierno puede destinar personal de la reserva para servir los puestos del servicio territorial. Este personal no se considera llamado al servicio activo; los oficiales tendrán derecho a las asignaciones de su grado y al uso del uniforme. El resto del personal gozará de las asignaciones que fije el Gobierno y tendrá derecho al uso y suministro de uniforme.
