Sesión Plenaria . La Sesión en Plenaria se iniciará después de haberse verificado el quórum, el que existirá con la presencia de por lo menos el cincuenta por ciento (60%) de los integrantes del Consejo, mediante el llamado a lista que hace el Secretario Técnico por orden del Presidente. Si transcurrida media hora desde la señalada para la iniciación de la Sesión no existiere quórum, se entenderá suspendida la Sesión, de lo cual se dejará constancia firmada por el Presidente, el Secretario Técnico y demás miembros asistentes. La nueva reunión se convocará en un plazo no mayor a diez (10) días.
