El Instituto Colombiano de Desarrollo Rural, “Incoder”, es un establecimiento público del orden nacional, adscrito al Ministerio de Agricultura y Desarrollo Rural, con personería jurídica, patrimonio autónomo e independencia administrativa y financiera. Su sede principal y domicilio está en la ciudad de Bogotá. El Instituto contará por lo menos, con una sede en cada departamento, con capacidad para resolver los asuntos de su área de influencia, dependientes directamente del nivel central.
