La suma a que se refiere el artículo anterior será incluida en el Presupuesto de la próxima vigencia o en cualquiera de las posteriores si acaso no se incluyere en la de 1959. PARAGRAFO . El Presidente de la República queda ampliamente facultado para abrir créditos extraordinarios y hacer los traslados necesarios en cualquiera de las vigencias fiscales, con el fin de dar cumplimiento a la presente Ley.
