Los cargamentos de importación serán recibidos por empleados de la Aduana directamente a los vapores, y a esa oficina correspondiente, de modo exclusivo, la responsabilidad por el manejo y despacho de las mercancías almacenadas. Para que la Aduana pueda efectuar con regularidad las operaciones de arrume, reconocimiento, movilización y entrega de los cargamentos, el Administrador del Ferrocarril deberá suministrarle diariamente el numero de peones que determine el Ministerio de Hacienda y Crédito Público.
