° Cuando los alcaldes a que se refiere el artículo 1° del presente Decreto, determinen que deben constituirse los fondos de reposición de equipo, tal constitución será requisito para que las empresas de transporte público municipal de pasajeros y mixto obtengan licencia de funcionamiento.
