Art. 47. Los Administradores seccionales de Hacienda son los recaudadores y guardadores natos de todos los fondos y rentas pertenecientes á la Nación dentro del respectivo Departamento, menos de aquellos recaudos encomendados á otras Administraciones de rentas ó á la Administración general; y pagadores solamente de aquellos gastos que les delegue el Administrador general.
