Prohíbase expresamente a la Administración Comisarial, la apertura de cartas de crédito cuya finalidad sea efectuar pagos por anticipado o de cuyo texto se deduzca que el beneficiario puede utilizarla sin que haya suministrado los bienes, de acuerdo con el contrato o solicitud de suministro en relación con los cuales se abrió la carta de crédito.
