Programa de ingresos y gastos. El Administrador del Fondo Cuenta preparará anualmente, en el mes de octubre, el proyecto de programa de ingresos y gastos del Fondo Cuenta de Impuestos al Consumo de Productos Extranjeros, para su aprobación por la asamblea de la Federación Nacional de Departamentos y del Alcalde Mayor del Distrito Capital o su delegado. La aprobación deberá efectuarse antes del 1° de diciembre.
