º . Modifícase el artículo 59 del Decreto 575 de 2002, el cual quedará así: "Artículo 59 . Transparencia. Toda la documentación relativa a los procesos licitatorios para la adjudicación de concesiones de servicios PCS será pública y estará a disposición del público en general, salvo en los casos en que haya expresa reserva legal".
