La cuota de retención del 10% de la exportación de café ordenada en el artículo 1°del Decreto 80 de 1958, podrá ser aumentada por el Comité Nacional de la Federación de Cafeteros en las cuantías que considere necesarias y convenientes de acuerdo con las condiciones del mercado de café. Las resoluciones del Comité Nacional de Cafeteros que aumenten la cuota de retención, necesitan para su validez la aprobación del señor Ministro de Hacienda.
