° Facúltase al Gobierno Nacional para reorganizar la Caja de Auxilios de los Ramos Postal y Telegráfico a fin de darle la autonomía necesaria, dotarla de una financiación adecuada, del personal que requiere para su funcionamiento y de los métodos de contabilidad indispensables, para que esta Institución pueda llenar a cabalidad sus fines.
