°. El impuesto de timbre nacional que se cause dentro del territorio colombiano, se hará efectivo por medio de estampillas o por los medios que la reemplacen. El que se cause en el extranjero, se recaudará con el empleo de estampillas del "Servicio Exterior", de que trata el artículo 17 del Decreto 2908 de 1960.
