La partida necesaria para dar cumplimiento a esta Ley, se inc1uirá en los Presupuestos Nacionales de 1938 y 1939. Si así no fuere, o lo apropiado en cada Presupuesto no alcanza a la mitad del total de lo destinado, el Gobierno procederá a abrir el crédito administrativo necesario o a solicitarlo al Congreso si estuviere reunido.
