Autorízase al Gobierno Nacional para que disponga todo lo conducente al ensanche y mejoramiento del Lazareto de Caño del Loro; y para establecer allí un riguroso aislamiento, con cuyo fin dispondrá de toda la isla de "Tierrabomba," que actualmente está ocupada sólo en uno de sus puntos por dicho Lazareto.
