Artículo duodécimo. El registro de los títulos de enseñanza secundaria, universitaria y normalista, se hará en la Dirección o Secretaría de Educación Pública de los respectivos Departamentos, refrendados por el Gobernador. Una copia de la partida de registro se remitirá al Ministerio del ramo para los demás efectos administrativos y legales.
