Los anteriores auxilios serán incluídos en el Presupuesto siguiente a la sanción de la presente Ley, y si así no se hiciere, el Gobierno Nacional queda autorizado para abrir los créditos correspondientes y dictar los contracréditos en los términos que el Presupuesto Nacional lo exige en cumplimiento de esta Ley.
