Artículo primero. Los menores que en la actualidad posean Tarjeta de Identidad Postal expedida por el Ministerio de Comunicaciones, podrán utilizarla válidamente como documento de identificación hasta cuando alcancen la mayoría de edad. No será obligatorio para ellos el cambio de dicho documento por la Tarjeta de Identidad laminada que le corresponde expedir a la Registraduría Nacional del Estado Civil.
