º El subsidio familiar de vivienda de que trata la Ley 03 de 1991, se otorgará a los hogares que carecen de recursos suficientes para obtener una solución de vivienda de interés social, que cumplan con las condiciones que se señalan en la ley, en el presente Decreto y en las reglamentaciones que expida la Junta Directiva del Instituto Nacional de Vivienda de Interés Social y Reforma Urbana - Inurbe -, y la Caja de Crédito Agrario, Industrial y Minero, para soluciones de vivienda rural.
