Para la ejecución de los Juegos Deportivos del Caribe se utilizarán toda la infraestructura deportiva existente en cada uno de los departamentos y distritos de la Costa Atlántica, los cuales concurrirán en su organización y estarán sujetos a las disponibilidades de recursos de conformidad con las competencias territoriales establecidas en la Ley 715 de 2001 y la Ley 181 de 1995 .
