Artículo tercero . Facúltase al Gobierno Nacional para efectuar las operaciones presupuéstales' y de crédito público que fueren indispensables para arbitrar hasta un millón de pesos ($ 1.000.000.00), con destino a la obra antes mencionada, suma ésta que se pagará a los interesados en él año de 1960, mediante la incorporación que se hará en el presupuesto de gastos del Ministerio de Obras Públicas para la citada vigencia.
