Son las personas más pobres y vulnerables beneficiarias del régimen subsidiado del sistema de seguridad social en salud, determinadas en el Decreto 1895 de 1994, que se encuentran durante la transición en imposibilidad de afiliarse al Sistema, de acuerdo con lo expuesto en la parte considerativa del presente Decreto.
