° Tan pronto como las circunstancia del Tesoro lo permitan el Gobierno procederá, por administración o por contrato, a reconstruir la sección del Ferrocarril del Pacífico comprendida entre el puerto de Buenaventura y la estación de San José, treinta y siete kilómetros aproximadamente.
