Salvo lo dispuesto en el artículo 16 de este Decreto, los funcionarios de Carrera que por motivos ajenos a su voluntad no hayan prestado sus servicios en el exterior de acuerdo con las normas sobre alternación, tal circunstancia no impedirá su ascenso dentro del Escalafón.
