Art. 15. Los escribanos en propiedad serán nombrados a pluralidad relativa de votos por las asambleas electorales, i en interinidad por el respectivo Jefe político. Los propietarios serán removidos libremente por las asambleas electorales, a pluralidad absoluta de votos, i los interinos durarán hasta tanto que la asamblea haga el nombramiento en propiedad. Los títulos de estos funcionarios serán espedidos por el respectivo Jefe político.

Parágrafo

: Los escribanos actualmente existentes, cesarán desde que la respectiva asamblea electoral haga uso de la facultad que le concede el artículo.
