Aprobar el artículo 2º de la Resolución número 027 del 11 de septiembre de 2000, expedida por la Junta Directiva del Instituto Colombiano de la Reforma Agraria, Incora, que constituye una reserva especial a favor de Ecopetrol, sobre los terrenos baldíos ubicados dentro de la Zona delimitada en el artículo 1º del mismo acto, como aledaña o adyacente al área de exploración del pozo denominado "Gibraltar" ubicados en el corregimiento de Gibraltar, jurisdicción del municipio de Toledo, departamento de Norte de Santander.
