La dirección y administración del Fondo-Cuenta FIC estará a cargo del Director del Fondo de Infraestructura Carcelaria, quien será un funcionario de libre nombramiento y remoción del Ministro de Justicia y del Derecho, el cual ejercerá las funciones establecidas en el manual de funciones del Ministerio.
