Queda absolutamente prohibido dictar resoluciones de reconocimiento para legalizar obligaciones contraídas sin el previo registro presupuestal de compromiso. La Contraloría General de la Republica se abstendrá de aceptar y refrendar tales reconocimientos; serán personal y pecuniariamente responsables quienes contravengan esta norma.
