Autorízase al Gobierno para cobrar en la Aduana de Cúcuta, hasta los mismos derechos que por la importación de sal se cobran en las Aduanas del Atlántico, siempre que de las salinas del Atlántico pueda proveer de sal a los Departamentos de Santander a precio que en ningún caso sea mayor que el de las sales extranjeras gravadas con los derechos que rigen actualmente.
