Artículo tercero. Autorízase al Gobierno Nacional para incluir en el presupuesto de los dos años siguientes contados a partir de la vigencia de esta ley, las partidas necesarias para su cumplimiento e igualmente efectuar los traslados presupuestales que sean o abrir los créditos adicionales necesarios para asegurar su financiación.
