Son las Corporaciones Autónomas Regionales, las Corporaciones para el Desarrollo Sostenible, los Grandes Centros Urbanos a los que se refiere el artículo 66 de la Ley 99 de 1993, los establecimientos públicos ambientales creados en virtud del artículo 13 de la Ley 768 de 2002, y Parques Nacionales Naturales de Colombia, creada por el Decreto-ley número 3572 de 2011, siempre y cuando corresponda a los usos permitidos en las áreas que integran el Sistema de Parques Nacionales Naturales.
