El cargo de Vocal de los Consejos de Guerra es forzoso. Los Oficiales designados para desempeñarlo pueden ser compelidos a ello con multas de cincuenta a cien pesos, y en caso de absoluta resistencia se les juzgará como auxiliadores del delito que se investiga.
