Los Presidentes de los Concejos llamarán según el orden de colocación en la respectiva lista electoral, a los Concejales suplentes en los casos de faltas absolutas o temporales de los principales. Son faltas absolutas la muerte, la renuncia aceptada y la incapacidad legal o física permanentes para desempeñar el cargo. Los Concejales suplentes sólo podrán actuar después de haber tomado posesión del cargo.
