Artículo decimosegundo . El Gobierno Nacional por medio del Ministerio de Educación hará levantar los planos y construirá los edificios en donde deben funcionar los colegios e institutos que se crean por medio de esta Ley. Los dotará de bibliotecas, laboratorios de física y química. Nombrará el profesorado idóneo para su funcionamiento y los dotará de pupitres, de todos los elementos necesarios para que lleven a cabalidad la tarea para la cual se nacionalizan y se crean.
