Los administradores de correos, los agentes postales y los telegrafistas cubrirán los gastos del servicio público que les delegue el director general de correos y telégrafos, pero sin asumir el carácter de pagadores. en las operaciones de pagos serán agentes del tesoro general y de los administradores departamentales de hacienda, reduciendo sus funciones al cambio de especies ( moneda por documentos para cobrar), y remitirán como dinero los documentos que cubran, al tesoro general o al respectivo administrador de hacienda para que estos describan en sus cuentas las operaciones de pagos.
