El Poder Ejecutivo puede contratar la construccion de la línea principal del ferrocarril del Norte, haciendo uso, con aplicacion a ella, de todos los fondos i concesiones que por la lei 89 do 1873 se han destinado a la ejecucion del mismo ferrocarril con sus ramales do Boyacá i Santander, con solo la limitación de no tomar el empréstito o hacer emision de obligaciones en porciones que excedan de cinco millones de pesos, en cada quince meses.none
