El Consejo Administrativo de los Ferrocarriles Nacionales construirá en el puerto de Buenaventura, en el sitio que ya se haya escogido para el caso o en otro que mediante nuevos estudios técnicos se considere como más indicado, un embarcadero para carbón mineral que reúna todos los requisitos, dotaciones y elementos adecuados para facilitar el embarque de carbón con destino a la exportación y con capacidad suficiente para prevenir el desarrollo futuro de dicha industria.
