Red Vial Terciaria. El Gobierno Nacional adelantará la construcción, mantenimiento y conservación de la red vial terciaria en el territorio nacional, a través del Fondo Nacional de Caminos Vecinales, entidad que para tales fines, podrá actuar por sí sola o con la concurrencia de aportes de las entidades territoriales.
