Al instalarse los Consejos Administrativos Departamentales el 1º de noviembre y los Municipales el 1º de diciembre, el respectivo Gobernador o Alcalde les cometerá a su consideración el correspondiente proyecto de presupuesto de rentas e ingresos y el de gastos para la vigencia fiscal subsiguiente que comenzará, para unos y otros, el primero de enero y terminará el treinta y uno de diciembre. Los Consejos Administrativos Departamentales no podrán ocuparse en el estudio del presupuesto sin elegir previamente Consejeros Municipales, cuando tal elección deba hacerse.
