Suspensión de la facultad constituyente. Durante el período constitucional tiene plena vigencia esta atribución constituyente, siendo titular el Congreso de la República. No obstante, a partir de la elección e integración de una Asamblea Constituyente, quedará en suspenso la facultad ordinaria de Congreso para reformar la Constitución durante el término señalado para que la Asamblea cumpla sus funciones.
