° Desde la fecha de la publicación del presente Decreto los cultivadores de caucho y cacao en terrenos baldíos tendrán derecho á una prima consistente en una adjudicación definitiva hecha por el Ministerio de Obras Públicas y Fomento, de mil hectáreas de terrenos baldíos en el lugar donde tengan los cultivos, salvo derechos de terceros, por cada veinticinco mil matas de caucho ó de cacao sembradas ó cultivadas por ellos.
