En caso de que el Departamento de Antioquia no hiciere uso del derecho que le concede el artículo anterior de esta ley, se autoriza al Gobierno Nacional para que celebre con el expresado Departamento una Compañía que tenga por objeto llevar a cabo, en el menor tiempo posible, la obra de que se trata, en los términos que las dos entidades juzguen más convenientes para ello. El contrato respectivo deberá ser aprobado por la Asamblea del Departamento de Antioquia y por el Congreso.
