º. Recomendaciones. El Consejo funcionará como un órgano de carácter asesor del Ministerio del Medio Ambiente y formulará sus recomendaciones teniendo en cuenta los preceptos ambientales establecidos en la Constitución Nacional, el Plan Nacional de Desarrollo Ambiental, los Planes de Desarrollo Regional, los principios y disposiciones de la Ley 99 de 1993.
