º. El presente Decreto empezará a regir desde el día 1º de junio próximo, para las embarcaciones que en esa fecha no hayan salido del puerto de Barranquilla. Las naves que se hallaren en tránsito en la fecha indicada, deberán sufragar en cada puerto el valor del impuesto correspondiente, hasta su regreso a Barranquilla.
