° El Consejo se reunirá en pleno cuando tenga que dictaminar sobre los asuntos de que trata el Artículo 7.° de la reforma constitucional decretada en 1914, o sobre otros graves que, a juicio del Gobierno, deban ser conocidos por todos los Consejeros y estudiados en Consejo Pleno.

Parágrafo

El Gobierno oirá, además, al Consejo, y para ello se reunirá en pleno, en los siguientes casos:

1.°Para permitir, en receso del Senado, el tránsito de tropas extranjeras por el territorio de la Republica, y

2.° Para permitir la estación de buques extranjeros de guerra en aguas de la Nación.
