El ministerio de economía podrá designar comisiones técnicas que hagan la selección de semillas y maquinaria, escojan las tierras adecuadas, recorran los cultivos, den precisas instrucciones para el mejor aprovechamiento de éstos, del suelo y de la fibra, vigilen la experimentación de siembras y maquinaria y elaboren un plan de mejoramiento sistemático de la industria fiquera en sus variadas aplicaciones.
