Corresponde a la autoridad aeronáutica la determinación de las funciones que deben ser cumplidas por el personal aeronáutico, las condiciones y requisitos necesarios para su ejercicio, y la expedición de las licencias respectivas.

Ninguna persona podrá ejercer funciones adscritas al personal aeronáutico, si no es titular de la licencia que lo habilite para cumplir tales funciones.
