º . Modificase el artículo 4º del Decreto 2225 del 30 de octubre de 2000, el cual quedará así: " Artículo 4º . Quórum deliberatorio y decisorio . El CON podrá deliberar con las dos terceras partes de sus miembros y sus decisiones deberán ser tomadas por mayoría que incluya el voto favorable de por lo menos dos (2) de los representantes de los productores, dos (2) de los representantes de los remitentes y dos (2) de los representantes de los transportadores. En caso de empate, el voto del representante del Ministro de Minas y Energía se contará doblemente.
