No son aceptables las propuestas para los concursos de que tratan los literales a) y b) del artículo 2º, presentados por ingenieros que hayan intervenido en los estudios o proyectos de la obra respectiva, ni las de firmas de Ingeniería cuyos socios o empleados hayan tenido tal intervención. Igualmente no serán aceptables las ofertas de equipos o materiales destinados a las obras de que trata esta Ley por parte de quienes hayan tomado parte en su diseño, directa o indirectamente.
